Khartras–The Kingdom of Khartras traditionally maintains four penal cohorts, two deployed in the north and two deployed in the south. The men in those cohorts focus mostly on repairing fortification and building or maintaining roads. During the events in this recent war, three of the cohorts are deployed on the island of the Seven Kingdoms, where they are serving under the command of the heir in his campaign against the pirate cities.
Ravenwood–The Duchy had no tradition of using penal military units. But as in many other polities, enlistees could receive a pardon for certain minor crimes if they enrolled for a particular campaign or a full term of duty.
Southern Republic–The idea of forming penal units was a controversial one in republican circles. But Craig’s Doom-eager Band, a mixture of serious criminals seeking atonement and angry men seeking vengeance, was its equivalent during the Great Northern War. Expanding the use of such formations triggered intense opposition from Port Liberty, a city known for its and Promise, the site of the Great Slave Revolt.
Tiberian Empire–The Empire used penal regiments in the northern garrisons and on the eastern frontier. In major sieges, typically an army would deploy at least one penal regiment for engineering laborers and miners.
